One of the more difficult things Bill had to decide in planning his
retirement ceremony was where and when his retirement flag would be flown.
He finally decided that he would have it flown over the Tomb of the Unknown Soldier in Arlington Ceremony, and then raise it himself on the
Arizona Memorial on his birthday, February 20, 1998.
Flag ceremonies on the Arizona Memorial are held early in the morning, before it is open to the public. It was very inspiring to see the number of military members being honored in this way, and to watch as everyone repeatedly stood at attention and saluted as each individual flag was raised.
